But right now, we’re getting in our own way. Housing is scarce. Transit is incomplete. Infrastructure lags behind. City Hall still treats growth like a problem—and too often, we cheer for mediocrity and call it progress. The result? A world-class city stuck in neutral—one that’s harder to move through, harder to afford, and harder to build in than it should be.
We believe Toronto can be something greater: a magnet for talent, a home for young families, a global hub of culture, capital, and connection. A city that runs well, welcomes newcomers, and makes room for people to build lives and businesses they’re proud of.
We’re not here to manage decline. We’re here to build again—with a clear set of principles to guide Toronto’s future:

Build Toronto is the first city project of Build Canada. It is a civic initiative focused on generating bold ideas that support Toronto’s growth and prosperity. By publishing weekly memos and convening local leaders, Build Toronto raises awareness of the policies and projects that can move Canada’s largest city forward.
Build Toronto is chaired by Eric Lombardi, a civic leader and housing advocate through More Neighbours Toronto. The project is supported by the broader Build Canada team, including Daniel Debow, Chair of the Board, and Lucy Hargreaves, CEO.

Build Toronto’s central activity is the release of frequent memos written by entrepreneurs, civic leaders, and policy thinkers. These memos focus on Toronto’s biggest challenges — housing, governance, infrastructure, economic competitiveness — and aim to spark debate and raise the ambition of local politics. Alongside memos, Build Toronto will host public events, publish explainers, and work with memo authors to ensure their ideas reach policymakers, media, and the public.
Toronto is Canada’s largest city and economic engine. Its success is critical to the success of the country. Yet Toronto has struggled with gridlock, unaffordability, and political inertia. Build Toronto exists to raise the level of debate, surface practical ideas from builders and civic leaders, and push Torontonians toward a greater vision for their city and its future.
No. Build Toronto, like Build Canada, is non-partisan. We work with people who have experience across the political spectrum. Our focus is on good ideas that can be adopted by leaders regardless of party.
No. Build Toronto is not a lobby group. It does not represent specific industries or special interests. It is a civic initiative under Build Canada, focused on amplifying ideas and equipping future leaders.
We welcome volunteers, entrepreneurs, and civic leaders who want to make a difference in Toronto. You can contribute by sharing your expertise in a memo, helping us design and spread content, hosting events, or amplifying our work online.
